Equal Opportunity Cell

In pursuance of the University Grants Commission (Promotion of Equity in Higher Education Institutions) Regulations, 2026 (UIN:1/2026), notified vide Gazette of India, Part III, Section 4, dated 13 January 2026, the Equal Opportunity Centre, Equity Committee, Equity Squad, and Equity Ambassadors of Birla Global University stand reconstituted as under.

This Cell will also redress any grievances, if received, by the ST/SC/OBC Cell, ensuring fair resolution and support for all concerned.

Equal Opportunity Centre

The Equal Opportunity Centre shall oversee effective implementation of policies and programmes for disadvantaged groups; provide academic, financial, and social guidance and counselling; and promote diversity and inclusion on campus, in coordination with civil society, local media, police, district administration, NGOs, faculty, staff, and parents, and with the District/State Legal Services Authorities for legal aid in deserving cases.

The Committee shall meet at least twice during an Academic Year to review action taken on matters received in the preceding six months, including matters referred to other statutory committees. The quorum the meeting shall be four including the Chairperson.

Tenure: Members shall hold office for a term of 2 (two) years; Special Invitees for a term of 1 (one) year.

The Equity Squad shall remain mobile, maintain vigil, and visit vulnerable locations on campus frequently to prevent discrimination, and shall submit its reports to the Coordinator, Equal Opportunity Centre.

Equity Ambassadors shall act as torchbearers of equity on campus, remain in contact with the Coordinator, EOC (Equal Opportunity Centre), serve as nodal officers for implementing EOC programmes in their unit, and report any equity violation without delay.

Reporting and Grievance Redressal Mechanism

• The Equal Opportunity Centre shall publish a bi-annual activity report (student/staff demographic composition, dropout rates, grievances and status) by end-January and end-July each year, on the University website.
• The Equity Committee shall meet within 24 hours of receiving a complaint; submit its report to the Head of Institution within 15 working days (copy to the aggrieved person); the Head shall initiate further action within 7 working days of receiving the report; police shall be informed forthwith wherever a penal offence is made out.
• A person aggrieved by the Equity Committee’s report may appeal to the Ombudsperson within 30 days of receipt; the Ombudsperson shall endeavour to dispose of the appeal within 30 days, as per the UGC (Redressal of Grievances of Students) Regulations, 2023.
• An annual report on the functioning of the Equal Opportunity Centre shall be submitted to the UGC, concerned statutory council(s)/commission(s), the State Higher Education Department/Directorate, and the affiliating university (as applicable) by end-January each year.
